tkeclipse, compile_string + spy (0950)

With tkeclipse (5.2), and the ech library:

if you place spy points on the ech library code, and compile code from the 
the compile scratch-pad which contains CHR code, then the compile_string
call made when the scratch-pad code is compiled fails.
