Did you read the description of the predicate in the reference manual 
(you can also get the same description using help/1 inside ECLiPSe or
use the library browser and help tool in tkeclipse)?

The description is somewhat brief, I admit. It is simply a convenience
predicate that combines socket/3, bind/2, listen/2 for making an IP
socket server.

We don't know of any. However, you can try asking in the eclipse-user
mailing list (instead of eclipse-bugs), as other ECLiPSe users might
know of or have done some interfacing to these systems.

(In general for questions about ECLiPSe like these, you are probably
better off posting to eclipse-users, which reaches many ECLiPSe users,
rather than just the ECLiPSe development team like eclipse-bugs).
