Eplex is not included in the eclipse_basic.tgz file. The message you
reported would suggest that there is no eplex library in your installation.
Did you download the appropriate eplex files as well as eclipse_basic.tgz? 
We don't actually have an eplex that directly supports CPlex 7.0, but we do
have a version for CPlex 7.5, which may work for 7.0. The file to download
would be if_cplex75.tgz.

I assume you typed in lib(eplex) and not lib(explex)?
