I just realised that the file I sent you the other day contained a
:- use_module(cgi).
instead of
:- lib(cgi).
but I think you fixed that already.

try replacing your run.pl by the attached test.pl

This should generate a page that reads:

    ECLiPSe Output
    Data = "code=&query=&run_eclipse=Compile+and+run"
