Is it ECLiPSe, or Tcl/Tk (they are on different processes on Windows, I believe)? I suspect it is Tcl/Tk...If it is Tcl/Tk, can you check if it is using a lot of CPU time when you are not doing anything with tkeclipse (i.e. just awaiting you to type something into the GUI), and also if you also get this behaviour when an ECLiPSe query that doesn't do much computation on the ECLiPSe side, like sleep(300).
