The main developer of this work is Andrew Eremin, and the work was done
as part of his PhD. As it is ongoing research work, the code has not yet
been included in the official ECLiPSe releases. We do hope that the Bender's
Decomposition library will be included with ECLiPSe in the future (we are
releasing his related column generation library in the up-coming 5.6 
release). I have forwarded your message to him, and hopefully he can tell
you more about the state of the work.

By the way, it would have been helpful if you included a subject heading 
in your message: I nearly deleted your message as junk mail as there
was no subject and I did not know the e-mail address. Also, eclipse-users
(or the authors of the paper you read) would be the better places to send
you e-mail to.
