Tkeclipse on some Windows machines

Bug report from Matt in Munich:

On his Windows machine, with Eclipse 5.2 #35:
When trying to change directory or library path in
"Global Settings", he gets the error
"Tktools running on a different machine from ECLiPSe.
Cannot change directory from Tktools."
