Yes, it's the same problem.  One way to fix it is to copy some of the html
files (renaming them might also work, but I don't know whether they're
referred to elsewhere by their other name).

doc/embedding:	copy embroot.html to index.html (may not be necessary)
doc/libman:	copy index.html to libman.html
doc/tutorial:	copy index.html to tutorial.html
doc/userman:	copy index.html to umsroot.html

(Note that different patch releases may require copying some of these in the
other direction.)
