unable to unpack the Eclipse files

Hello.  I just downloaded all the ECLIPSE files from
http://www.icparc.ic.ac.uk/eclipse/download/release/5.4_41/i386_nt/,
but I am unable to unpack them.

When I try using Winzip on a Windows machine, I get the following error 
message:
     "Error reading header after processing 0 entries."
I followed your directions and turned off all the "clever" processing of 
Winzip, but I
still get this error--for each of the files I downloaded.

When I try using tar on a Linux machine, I get the following error message:
   "tar: This does not look like a tar archive
    tar: Skipping to next header
    tar: Archive contains obsolescent base-64 headers
    tar: Error exit delayed from previous errors"

Please advise.
